Brief History of the EC
The Negros Oriental 1 Electric Cooperative, Inc. (NORECO 1) was organized by the Provincial Electric Cooperative Team (PECT) and the National Electrification Administration (NEA) during the period from June 5-14, 1972.
NORECO 1’s total land area coverage is 2,425.20 square kilometres comprising eleven districts, namely: Bais City, Mabinay, Manjuyod, Bindoy, Ayungon, Tayasan, Jimalalud, La Libertad, Guihulngan City, Vallehermoso and Canlaon City.
NORECO 1 was incorporated on June 14, 1972 under Certificate of Registration No. 28 issued by the NEA to expire on December 19, 2029.
On September 6, 1976, line construction started with the NAPOCOR committing to supply the much-needed power.
On April 8, 1978, the Municipalities of Bindoy, Manjuyod, Ayungon, Tayasan, Jimalalud and the City of Bais were lighted. The Municipality of Mabinay was lighted on Christmas Eve of 1978 as well as the Municipalities of Vallehermoso and Canlaon City were energized.
Geographically speaking, NORECO 1’s coverage area has mostly mountain ranges. Its terrains are mostly described as rugged. Consumers are widely spread in some areas and are rarely clustered.
As of December 31, 2006, all barangays in the coverage area were energized.
Vision and Mission Statement of the Cooperative
The electric cooperative is guided by principles of its existence though it’s established vision and mission. NORECO 1, which is more than four decades of providing electric service continuously, envisioned itself to be “A strong, unified, competent and competitive electric utility by 2026”. To fulfil its vision the electric cooperative’s mission is “To deliver excellent electric service for the satisfaction of consumers and contribute to the socio-economic progress in the coverage area”.
EPIRA in relation to Electric Cooperatives
It is the primary mandate of the EPIRA to ensure and accelerate the total electrification of the country. This primary mandate of EPIRA law is a clear indication of the important role ECs to realize the goal of EPIRA since majority of the un-energized areas are under the franchise of ECs. EPIRA also aspire to ensure that quality, reliable and secure supply of electricity at an affordable price will be delivered to their consumers. This same principle is outlined in NORECO 1’s goal and that is to provide prompt, efficient and reliable quality service at reasonable price.
While ECs are envisioning quality of power, the EPIRA law requires them to compete with large private electric distribution utilities (DUs). These large DUs are usually established and may dictate the free power market. It is therefore necessary that ECs must develop strategies and policies to compete in the new environment.
